Probably stupid question but....

snq of 48 is below the minimum needed to fully decode the channel, so they're not really going to be watchable even if they did get scanned in. You would need to improve your low VHF reception in order to bring in that channel better, and that typically means a better/larger antenna.

Though I agree with jasonl, and that physical 2 will probably not work well at the signal quality being reported, I believe what is being asked is that the scan (though it wouldn't be from the scan that he did) would add both virtual 2.1's to the lineup.

As far as the lineup maintained from a scan on a connect (not from config) only one of the same virtual channels will be added... this will add first by resolution and then by signal quality so the one that comes in better should be the one added. In this case it shouldn't matter as long as the better one gets added as they should be the same. Unlike the HDHR apps that entirely depend on the scan, depending on what you mean by adding to plex, there are a few ways you can get plex to work with either/both. In some cases using another tool to make plex use an m3u list (i.e. for iptv) may be the easiest method and you can edit such list to play by "ch" rather than "v" but with the quality you reported such may not be worth it other to show it could be done, and be a learning exercise for other channels that might not be picked up by the scan. Others have manually added "missing" channels by manually editing the database. You may need to give it another virtual channel number to be reliable to which one it uses (I can't remember if plex uses any tuner/channel priority that may allow the same virtual number to multiple frequencies).
