I'm not understanding the guide options these days. Using Nova as an example, Dallas-Fort Worth, Channel 13, it seems that I have the option of recording "All Seasons" or "Current Season". Either selects all Episodes, even those that have already been recorded, watched and deleted (e.g. Asteroids: Spark of Life?). Further it really does record those already watched, which seems very different than the way the selection worked in the past. To make it worse, there does not seem to be a way to deselect an individual episode that I do not want to rerecord (e.g. Asteroids: Spark of Life?). The only alternatives being, Delete the task or rerecord. Am I not understanding how to use this interface?

The old term for current season was "recent" but it seemed no one could understand what that meant so they changed the term but it is really what selecting "current season" means... anything that is marked as originally aired in the past 90 days. In my market all upcoming Nova episodes are season 53 which began this month. However "current season" would also include season 52 episodes 18, 19, and 20 as they originally aired in the past 90 days (started those episodes at the end of october) but those will drop off as we move further into the year. Also as we move later in the year the first episodes of season 53 will no longer be "current season"
If you delete, you will have to tell it not to re-record (typically default setting in app) but deleting from outside of app (or if told to re-record) won't notify the servers to not re-record. So if it matches the current rule (such as current season or all, channels to record from, etc.) and isn't told to not record again, it will present it as a candidate to be recorded however, the other thing that determines if an episode will record is if it is marked as "new" (first-airing) as those always record as since it is a first airing you can't possibly have it yet. This actually is a good thing as occasionally a scheduled episode will be delayed and thus when it finally does air, it will record rather than thinking you have it. One problem often with PBS is each station will mark such as new and not necessarily be at the same time, and that includes how they mark their guide on the subchannels the first time it airs on the subchannel. I know there used to be a pbs station that would also say such was new in the overnight showing of something though they just aired it 4-6 hours prior. In the specific episode you mentioned, gracenote (the guide provider) has the episode marked as a "premier" at 3AM Tuesday, even though it aired earlier, thus it is marked as new so will record as "new" and "premier" are treated as first airings in what gets sent to the dvr engine as candidates, and when it comes time to record, even if you haven't deleted the episode, the engine will still record it as it is marked as "new".

If it is recording episodes you have previously recorded it means the guide data is incorrectly reporting the new airing as a new/different episode.

It didn't work this way in the past. Not only is it rerecording previously recorded episodes, it is marking to record same episodes and actually recording them. In the image below, as pointed out by signcarver, Asteroids is set to rerecord and all three episodes of Angkor are shown to record. Is there any fix for this? As I said, the guide provider currently has them marked as "new" (premier) even when they are not thus they will record.
Below are the (this week and next week) Tuesday 3AM images of what the guide provider has (yet they originally aired the previous wednesday and the Tuesday 11pm one you show is also marked as new... at least the ones on 13.4 aren't marked as new )

Thanks much, I greatly appreciate your insight and feedback. I do understand that if the Guide provider is marking them new, the way the software works today, the program is going to record. Nova has been this way for a long time, so perhaps if changes to the software isn't on the table perhaps a talk with the Guide provider? And then there is still the issue of why can't I over-ride a scheduled program and tell it not to record?
