I have the same issue with my TCL ROKU TV. It used to work but stopped working about a year ago. I always assumed it was a Roku problem and didn't consider TCL. When the ATSC3.0 channels do work the audio is very odd. Large fluctuations in volume and sometimes dialogue is completely gone and only background music or sound comes through. It's our oldest TV in the house so I wasn't too concerned with it and can watch ATSC1.0 stations instead.

I gave up on all of my Roku devices awhile back, mostly due to the app not working right when FF/REW'ing or aborting if clicked too many times. I am now using onn external boxes; one original 4k and one Pro 4k (also for talking to Google Home). As I may have mentioned in another post, the HD app is just not 100% compatible on the new TCL TV. Nick has assisted with an identical TV but I gave up and removed the app from the TV and use the Pro box via HDMI. Even after getting TCL support involved and sending them video of frozen ATSC3 pics, they were no help so I closed the ticket. Good luck with your Roku TV.
