Please uninstall the HDHomeRun app then install the latest version from the App Store (must be the App Store, not the download from the site).
You have no idea how many times I've asked people to capture a sample of a channel and forgotten to include the link they need to use to get it :lol ...

Hi,
Whenever I attempt to tune one of the two remaining ATSC 3.0 channels in my area (113.1 or 140.1) without DRM, the HDHomeRun app exits (it's a hard crash of the app). This doesn't occur on any ATSC 1.0 channels.

So you only have a single HDHomeRun tuner on your network? If so, that makes it interesting that the HDHomeRun app sees two.
Could you ask your local user if they run a pseudo-tuner app on their laptop (xTeVe, Threadfin, Dispatcharr, or similar) on their laptop? And if they perhaps use Tailscale ...

How do you have your LAN numbered? That IP address, 100.115.92.2, is in the RFC-6598 address space, which is designated for CG-NAT. Though, some overlay networks (mesh VPNs) such as Tailscale use the address space as well.
