I am trying to setup Hdhr software on a new Windows 8.1 pro installation with
all Windows updates installed.
Initially Visual C failed to install. I found that I needed to install
KB2999226
I have VLC 3.0.6 installed.
After installing KB2999226 setup finished and I was able to run
channel scans for both digital antenna and cable card (both
antenna and CC are working on two PCs running Windows 7 and
another running Windows 10)
I also tried disabling hardware acceleration in VLC.
After completing setup Hdhr view starts and I get audio but no video. If
I double click on a channel in setup VLC starts then crashes.
Note I haven’t activated Windows 8.1 yet on this PC.
Any suggestions?

Make sure you installed the 32 bit version of VLC.

32 bit helps
I uninstalled VLC 64 bit and installed 32 bit 3.0.8.
HDHR view now works but VLC still crashes when started via setup.
Should both the 32-bit and 64-bit VLC be installed?

If you want the hdhomerun "view" app to work on win 7/8 my suggestion is to never let 64 bit vlc touch the system. Though usually it uninstalls fine I have seen cases where it doesn't clean up well.
