Or if they really cared or were interested.

Re: Encryption
I am going to be in the minority here and state the test shouldn't turn off encryption as then it wouldnt be a good test and wouldn't show some potential problems with encryption.
However i also believe that it should be possible to have some non-encrypted streams on an encrypted channel that can covey such messaging (text, audio, and possibly even video) streams that can be displayed by devices that don't support encrypted channels. Kind of like a few pid's that are part of the stream but are acted upon for when eas "flag" detected, and most should be able to be easily dismissed to get back to main programming quickly and the same set should be available across all channel streams on the same frequency.

Re: Encryption
I’m not sure I understand the CONOPS of this planned ATSC 3.0 Emergency Broadcast System testing. I understand they want to test it, but I’m not sure how the FCC / ATSC 3.0 / NAB determines whether the test is successful.
For example, is the FCC able to determine how many people receive the signal? How would the public at large who are not paying much attention to ATSC 3.0 going to know that they should watch at a certain time on a certain day? Is there a URL that is part of the signal that tells me to visit a site so I can report what I experienced?
Isn’t my experience going to be different from station to station? Hardware setup to hardware setup? DRM encrypted or open?
Not to keep going back to my problems, but if I went to my unencrypted Fox 145.1 for the test, I think I know what would happen on my Google Streamer with my Flex 4K. I already experienced such a test, inadvertently, successfully recording it with my Silicon Dust DVR, my streamer freezes (viewtopic.php?t=80760). Watching the recording on the Google Streamer kicks me out of DVR playback. Reliably reproduced and uploaded to Silicon Dust for analysis and hopefully fixing. But in this case it wouldn’t even be a success for SD on an unencrypted channel.
Am I supposed to record 2 different ATSC 3.0 stations and report back to the FCC about my experience in a commenting period?
So what is the point of the Emergency Broadcast System test that day? To demonstrate the broadcasters know how to do it? Is there something else being measured?
