HDFX-4K-DEV license

Is it possible to buy a -DEV license for an existing HDFX-4K that someone already has?
I thought possible at one time, but don't see it now. Someone take my money!

I know if one does a Google search for HDHR5-4K-DEV-UPGRADE the shop page for it should come up and though it appears to allow one to add to cart, I'm not 100% positive they are still offering such. And i guess there is a chance such officicially works only with hdhr5-4k rather than hdfx-4k but I don't think so)

I designed a signaling server and gateway. Analyzer likes it, but the HR does not, hoping the -DEV info capture shed any light.
