Windstream had an internet outage this morning, and I went to use the HDHomeRun app on my TV, but the app just got stuck on a black screen before the logo even appeared. On the local side of things, everything is still hooked up. I can access the tuner box via its IP address, but the app refuses to load.
I peeked at the System Logs on the device and it’s saying there’s a DNS error when running myhdhomerun_sync.
Is this supposed to be how it works, or should it work even without my ISP working and I’ve messed up a setting?

The app requires internet access to obtain the ui so yes at this time that is how the app works.
The DVR should be able to survive a 8 hour outage (provided not restarted) and still record what it should (though personally I prefer to say 4 hours rather than 8 as I prefer to err cautiously.
The hardware itself does not require internet access to work with other software.

The hdhomerun app for Roku platforms should work offline.
There are alternatives for viewing live TV when no internet access is available: VLC and other media players, assuming they can discover your hdhomerun. There would be no guide data, etc, of course. OP didn't say what make TV or streaming gadget is used, so can't suggest anything more specific.
