Dev license for Tech5?

Nick I'm trying to figure out what I need to buy for my partner doing the app dev during holiday I think it's either the the TECH5-4K or HDFX-4K-DEV, I think its the TECH5-4K option, bc we're dealing with mpts though dektec for datacast (guy has TECH5-4K in test environment)

Do i need to add the dev license? I says it's only for CONNECT/FLEX/SCRIBE 4K

I see a TECH5-4K order billed to a Morgan that shipped on Tuesday, expected delivery on Monday. USPS just a bit backed up this time of year.
