Clean Install Of HdhomeRun On Win7 Issues

I am trying to do a new install of HDhomeRun on freshly loaded Win7 Machine.
Win7, Install CD with Service Pack 1
.Net 6.x
.Net 4.x

HdHomeun service fails to start.
SSDP Discovery is OK

Error in Event Viewer is:
Service cannot be started. System.MissingMethodException: Method not found: '!!)[] System.Array.Empty()'. at hdhomerun.Service.OnStart(String[] args) at System.ServiceProcess.ServiceQueedMainCallback(Object state)

Help would be appreciated. Thanks

Windows 7, 8.1, 10, or 11 PC (Windows 10/11 preferred. Windows 7 and 8.1 can only run the DVR storage software and not the official HDHomeRun viewing app)

Hi, I understand that. You need HDHomeRun installed because it starts the services that Windows Media Center needs. This lets you utilize Media Center to record and playback TV.

This Cable Card was setup and working for years with Win7. Then I had to load a new machine.
I have not touched the card. Except a reboot.
