I wanted to chime in as I've been struggling with the same thing. I've sent in my diagnostics and was told the signal was too strong.
As I've played a bit more, I've determined that it ONLY happens on my nvidia shield pro (2019). I'd say about 40% of the time I have to swap channels quite a few times to get it to come up. In Seattle, komo4 and kiro7 are the biggest culprits. The shield is hard wired ethernet.
What's interesting is that my android tablet and phone on wifi never have the failure.
I don't know if that helps but it is the shield in my case.
