I am downloading a recorded file via the PlayURL and can not get more than ~9 mbps although my network can deliver much faster speeds.
Is the "play" speed limited within the Servio box? If so, is there another api access point that would allow me to "play/download" faster?

9 Mega Bytes per second is about expected with a servio as it is physically only capable of 100mbps which at MOST would give you just over 12 Mega Bytes per second (though I usually figure 10 bits per byte rather than 8 when it comes to performance with overhead as well as the ways some things are rounded). I've resorted to always talking the drive out when I wish to do transfers.(It is fine for serving content but not transferring of content).

I didn't realize that it was a 100mbps interface. In this day and age I assumed (yah I know) that it would be a gigabyte interface.

The only SD tuner with GbE is the discontinued Prime ... and maybe its near cousin the DVB-C Expand.
