They have previously stated it won't until after the new ui comes out. One of the reasons is supposedly tvOS will be incompatible regardless and they still will need to build an app from "scratch" to run on the current version of tvOS and they can't pull the people off the new UI project until it is done.
One of the benefits of the rewritten UI is that it is more straightforward to port to other platforms and maintain it on those platforms once complete. Improvements that are made to the UI post-release will also have to be made to the Apple TV app to keep them in sync, so having them based on the same structure is important.
It might have been cheaper and quicker if they created a contest to get this done. anyone who signs up for the contest get the original source code and the end result must have this feature, that ability, etc. Winner get free lifetime DVR and premium TV. Runner ups get free year of DVR or premium TV. etc.
