When I use the HDHomerun app on my Sony Android TV, it shows both my HDHomerun devices, but the 4K device shows a line through it, like it is ignoring it for some reason.
Is this normal?

Not normal. That means it can talk to one of them, but not the other, for some reason. I will ask the development team in the morning, as normally the kind of network issues that cause that would affect both units, and not just one.
Check to make sure the HDHomeRun still has access out to the internet and it hasn't been firewalled from communicating outward.
I too have a Sony Android TV, and have a regular Quatro, and a 4K on my network. The only time I see a line through the device ID in the account information is when I purposely power off that particular device.
