ATSC 3.0: Las Vegas

Las Vegas currently has 1 RF ATSC 3.0 channel (RF 29) broadcasting 4 subchannels.

103.1 - NBC - 1080p60 - 2 channel audio (100 kbps) - avg 5.5 mbps
108.1 - CBS - 1080p60 - 5.1 channel audio (100 kbps) - avg 5.5 mbps
113.1 - ABC - 720p60 - 5.1 channel audio (95 kbps) - avg 5.5 mbps
133.1 - CW - 1080p60 - 5.1 channel audio (100 kbps)- avg 1.8 mbps

Some things to note:
1) 108.1 is breaking up badly.
2) Even though 5.1 audio is detected, audio is only being delivered to Left and Right on all subchannels. Tested with both the HDHomerun app and Channels app on both iOS and nvidia shield 2019 going to a Denon receiver.
3) I'd like the audio bitrate to jump up to 192 kbps at least for the 5.1 AC4 streams to match the audio quality of the existing 384 kbps AC3 on the ATSC 1.0 channels
4) Audio/video sync is slightly off on all channels.

I get the same programming you do, but it's delivered by fiber to a broadcast on physical channel 15 instead of 29. My Sony A90J TV can do no better with the choppy signal for CBS.
