Channel Detect Scan Disrupts Signal of in Process Viewing

Working on some scripting and observing that scanning with lineup.json or the device web page kills the signal of in progress viewing.

1) Start watching a channel in HDHomerun Viewer.
2) Device web page reports Tuner 0 Channel 2.3 Comet, and Tuner 1 Channel not in use. Which is correct.
3) Start a scan and both tuners get used. Killing the signal of channel being viewed.

A user initiated scan is considered higher priority than other viewing operations.

Maybe there could be an optional option to lineup.json to only use available tuners and report "ScanPosible":0 in lineup_status.json if no tuner is available.
