UI fails to connect unless 'forced'

Version 20210206 (on Windows 10 Pro 64bit) with 20210318 UI has the following problem:
The app opens and displays the HDHR logo and then the screen goes black. Once in a while I get the connection messages, but usually it may take more than a minute - if at all. (My patience is limited, so I may kill it and try again.)
What I discovered is that by using Task Manager and expanding the HDHR branch, I see a second thread: Microsoft's "Runtime Broker".
If I kill this thread, Windows relaunches it immediately, but - more importantly - the connection messages scroll and the UI appears immediately.
Some notification setting in the 'app'? A non-MS-store standalone EXE would fix this, but maybe you can track it down.
