While troubleshooting a missing episode in my HDHomerun View app, I went to my.hdhomerun.com LAN page and was looking through recordings to see if it was there. That's when I noticed all my episodes that were listed are labelled as being 1 day before they were recorded in my time zone.
I've looked at the logs generated by the RECORD service and they appear to be working with UTC (I haven't actually done the math, but at a glance they looked about 8 hours ahead of me).
Here's a real-world example -- today on my.hdhomerun.com:
