App on Windows 10 Plays for One Second then Freezes

I have been using the HD HomeRun connect for 5 years without issue. The app works on one of my computers and my xbox flawlessly, and I usually use Plex to record live TV. One of my computers used to work well, but now it freezes in the first second of playback and then proceeds with a very choppy playback. I know it's not a signal issue as it works on my other devices. I have uninstalled and reinstalled the app. Any pointers?

Problem solved. My ethernet cable was bad causing my network to be only 10Mbps on my desktop. I'm guessing the slowed network connection caused the issue. I put a pcie wifi card in and no stutters or freezing.
