Hello, I don't watch much live TV, but have been over the last few days due to the election.
What's happing is occasionally, the video pauses for a second, then starts up again with audio out of sync but starts playing normally a few seconds later.
I upgraded the record engine and firmware to all the latest levels. The Android TV is at er 20201030. I did turn on Sent Diagnostic information and, luckily, it did it within the first few minutes.
Please let me know the next steps.

I am having this problem too. I am also noticing a stutter that occurs at 3 second intervals. It can be seen in a bottom third scroll. I have 3 XBox One's and this problem is evident on all 3 in live TV. But not in recordings.

Do you see this happen on recordings, and do you see it happen on live TV with other apps like VLC?

No, I serve video from the same DiskStation and don't see this.
The freezing seems to have reduced in it's frequency but the minor stutter is still there. Maybe it was the cable channels. I don't know.

So far, I have just noticed the issue only on the Nvidia Shield using the HDHomerun app when I watched CNN. I have had no issues with recordings. I also watched several live channels on an Amazon Firestick without issues.

I concur the problem seems to happen more on CNN. But the stutter is evident on any channel with a scroll.

I have a Sony XBR-55X850C that was recently auto upgraded to Android 8.0.0 and since the upgrade I have noticed tuning into a channel (any channel) causes the video to skip for a while and the sound to go out of sync. I can fix it by rewinding for a second and playing again. This problem does not happen on my Amazon 4K Fire Stick where I have the HDHomeRun viewer app sideloaded. I tried different versions of the app (20200615(App)/20201119(UI) and 20201113(App)/20201119(UI)) on the TV and both versions had the same skip/sync issue.

I'm seeing the hiccup too, with app version 20201113 on the 2019 Nvidia Shield. I compared against the Live Channels app, and did not notice the issue with this app, so I would speculate the issue is on the HDHomerRun android tv app.
More data points:
VLC app on the Shield works fine, with no hiccups.
HDHomeRun app (20201113) on and old Fire stick (not 4k) has the stutter problem for live channels. If I record from the same channel to DVR then I can play the recording on the old fire stick without issue using the HDHomeRun app.

Another data point:
Pausing a live problem for a short period and then playing the buffer also shows the hiccup issue. However if I then click to 'record' the show, then the video file saved on the DVR has a leading section with corrupt video, showing the hiccup, and followed by clean video w/o the issue. I'm guessing the app saves the pause buffer to the file, which appears corrupt, and then I see clean video for the recorded section.
Definitely a software bug. Let me know if I can provide other details that would help.

I think maybe more than one issue might be going on here.
Jimmersd's issue sounds like a framerate blip, where the display framerate is different from the live TV video.
handyd and martincjose's issue might be two fold: one is something is causing an intermittent interruption, and two is that the a/v isn't recovering correctly from that and gets out of sync.
