If you have an Apple TV 4K connected to a HDTV in Dolby Vision mode, you will find that the colors look washed out (i.e. the blacks appear as greys).
Watch the same feed in, say, Plex and the colors are correct.
I have verified this on both the LG CX Oled series and the Vizio P series TVs.

Set ATV to SDR mode, not HDR mode or DV mode. Then setup ATV to match dynamic range. The forced SDR to HDR mapping never looked correct in any device or PC. Fortunately, you don't have to use it on ATV. With above setting, you will have SDR show up as SDR and HDR show up as HDR.
That does not mean there is no issue related to what OP reports. I can confirm in forced HDR mode, the color does look washed out. But turn off this forced HDR will work around this issue. I never understand the need for forced HDR in any device anyway.

If the issue is washed out colors when forcing an HDR color format on SDR content then I don't see the issue. Why are you forcing an HDR color grading on content that's graded at SDR anyway?

Our testing has focused on SDR vs HDR rather than Dolby Vision HDR. If you see washed out colors in HDR mode vs bright colors in SDR mode then please let me know the make + model of TV. You may need to calibrate your TV or leave the Apple TV in SDR mode.
