The HDHomeRun app for Windows 7/8 is no longer maintained. It should still work for most situations, but it will lack features and bug fixes that the newer Windows 10-based app has.

There are two things you can do if you can't update to Windows 10:

If you install the 32-bit version of VLC, then the Windows 7 HDHomeRun app will use the VLC code for video playback. Sometimes this can correct playback issues. You do not need to use VLC, you only need to have it installed, and the HDHomeRun app will automatically detect it. You can find the 32-bit version of VLC here: https://get.videolan.org/vlc/3.0.8/win3 ... -win32.exe

or

You can use the official HDHomeRun add-on in the Kodi media player, which currently still supports Windows 7. This has the added benefit of supporting the HDHomeRun DVR service, allowing you to set and view recordings, in addition to live TV. You can see how to set this up here: https://info.hdhomerun.com/info/kodi

Not seeing anything in that image URL. Can you upload it again or describe it?

The image is still not working. Can you upload to imgur or some other host that won't require being logged in to access it?

That is Kodi buffering the stream.
