W10 Mobile Black Screen & HDHR3-US

I have a Older HDHR3-US Dual and a Prime HDHR3-CC, both set to ClearQAM (Digital Cable) tuning.

On my Windows 10 Mobile Lumia 1520 (and other models) the app no longer plays video but the guide and other app functions work. I do NOT subscribe to the DVR service (yet).

The startup screen shows it finds both devices.

Troubleshooting reveals the app no longer connects to the HDHR3-US Dual but works fine with the prime:

Unplugged Prime, Leaving just the HDHR3-US connected. Launched app:
Windows 10 Mobile: Black screen and no Tuner Active LED on the device
Windows 10 Desktop: Plays fine, Tuner Active LED Green
iOS 12.4: Plays fine, Tuner Active LED Green

Repeated with just the HDHR3-CC Prime connected. Launched app:
Windows 10 Mobile: Plays fine, Tuner Active LED Green
Windows 10 Desktop: Plays fine, Tuner Active LED Green
iOS 12.4: Plays fine, Tuner Active LED Green

When both are connected, I suspect the app preference of choosing which tuner it starts with is probably the the lower Serial number of the device.

It's been like this for at least a month, or two maybe - perhaps since I installed the latest Software/Firmware release but the old HDHR3-US didn't have an upgrade. I fired up an another Windows 10 Mobile device that's been turned off for a couple months, so it had an older version of the app (don't remember the exact version) and it didn't connected to the HDHR3-US either... I've since updated the app and it still does not work either.

I've turned on "Send Diagnostics" in the app, version 20190611 (1.1.275). Also tried enabling Early Access features, no difference.

No updates in a while....

How about a software function to pick which tuner gets priority as a new feature?
