Early ATSC 3.0 AC4 audio support in NextPVR

For those of you experiencing issue with ATSC 3.0 audio, I released an addon for NextPVR today that incorporates a recent potential patch for ffmpeg that adds automatic AC4 transcoding to AC3 for Live TV and Recording. It works with samples I have but we don't have ATSC 3.0 or AC4 audio in Canada so my testing is limited. Most NextPVR clients that can direct play HEVC should be able to play these files, Kodi is my client of choice.

For an EPG Schedules Direct is easiest but NextPVR is also compatible with the Silicon Dust DVR subscriptions XMLTV. Sorry I don't subscribe to the DVR so I don't ahve information on those.

For those of you with the new HDHR5-4K I would be very interested in your feedback. Currently I am only distributing ffmpeg for Windows and Ubuntu 20 on demand but it should work on any platform that NextPVR supports with compiled ffmpeg. There are no doubt issues with this ffmpeg but it would be good to see how close it its.

I've recompiled ffmpeg with qsv support so you should be able to watch via the NextPVR web browser client a little bit easier to convert HEVC to H264 without needing to install any NextPVR client. If anyone wants to try this let me know and I can document the steps for QSV. Recordings would still be the HEVC original.
