Can't tune or record one specific channel

I am having problems with Plex/DVR/Live TV: it constantly stops tuning and recording one specific channel with error 'Could not tune channel. Please check your tuner or antenna.'.

I am able to tune this same channel with both HD HomeRun Windows 10 app and NextPVR.

This is random, and lately is happening very frequent. Any idea why?
