Black screen no audio when no internet

I have an Extend connected to a Synology RT2600ac router that I access over WiFi in my home using the iOS app. We have been dealing with recovery from the Iowa derecho the past 12 days, and once we had power restored but still no internet, all I get is a black screen when I open the app. I have tried an app reinstall with no difference. When I connect direct to the Extend local IP address, all looks normal for status. I tried a connection from a Windows app on a PC with an Ethernet connection through the router, and sometimes I will get a second or two of video/audio then the black screen also. My Extend is running I think the latest (0619xx?) firmware, and apps are up to date.
What could be requiring an external internet connection? Is this a DNS problem? Hardware broke? Did an update occur somehow in the midst of all this and break things? My router is unchanged and otherwise works fine. I am not sure where to go from here.

The app requires internet access to retrieve the ui.

Does the Windows app also require internet access?
Is there a way to see TV from the Extend without internet access?

Yes and Yes, almost anything but SD's app.

If you don't have such software around, the easiest is usually vlc and opening a network stream http://<ip-of-tuner>:5004/auto/v# where # is the virtual channel number (you can copy the link by right clicking the channel number in the device's lineup page... in some cases just clicking on it will play it in a browser but typically browsers don't like the codecs used)
