Channels number make a difference in reception

With the Repak I lost CW, ABC and NBC for 2 months. I got CW and ABC back today. Lost PBS today. Looks like CW took over PBS’s channel. Does the channel number make a difference?

WESH did not move for the repack. There might have been brief periods when they were off-air while others were working on the tower they share with a couple other stations, but they haven't made any significant changes.
