Personally, I would skip it for the following reasons.

1. Haswell is 4 generatons old.

2. GPU does not support h265.

3. 4GB ram seems low

4. 64gb ssd will barely hold os with limited programs, no data or recordings.

5. Windows 8.1 is old

6. minimum drive size for windows 10 1903 is 32gb. This does not leave much space to upgrade.

7. No pcie slot. I always use a pcie nic in my servers as built in nics always fail.

8. USFF pcs have poor heat dispersion.

My recommendation is a dell t30 (https://www.amazon.com/Dell-Newest-Powe ... way&sr=8-3). It is a little more expensive but is well worth it.

What are you wanting to do? Plex server Channels DVR server or just a client. If client then a Nvidia Shield for less money and it will run as a plex sever with an external hard drive. If you looking for a server then no I wouldn't buy that model or even as a client as said shield for client or cheap server with ex. hard drive..
