Does your cable card say validation = success?
Sounds like same issue I was having which was a cable card issue.

most likely bad vct-id... double check the VCT-id number and the vct message count (I believe it is under network on the cablecard page- I usually don't work with moto cards so you may have to check some other pages there)

Basically your card is set to VCT-ID of 2 and there are no messages on the OOB that have a virtual channel table for VCT-ID of 2 (VCT value should increase each time it gets a message for the id that is set). In general you have to look for local support to push the change but many choose to just get another card. The proper VCT-ID can change literally across the street or next door which is why usually a local engineer has to do the research. I know one guy who had a store literally across the street and n one could help him... he had to travel 20 miles to another store to get a card that had the proper id... this shouldn't be the norm as they can push the correct one out but many areas don't have anyone that understands what to do so they just swap cards.

I was dealing with similar issue except the card wouldn't even activate and my vctid was 3 vct 0. If you look in the bssic disgnostics it explains it some more. Local tech had to come out and just showed up with a handful of cable cards lol. One did work so it got fixed but no real expertise about it.
