For thar issie, as I mentioned, those would be channels above 100. (Edit: I should mention not counting the 5000 channels which to my knowledge shouldn't be an atsc3 channel)

Why are you expecting a station from the same place that already has '"low" signal strength (i consider near 80%, though often usable, low) on the working channel to pick up a station broadcasting at half that power?

Its a ts with a .mpg extension (some software may required it be renamed with .ts to play in it but SD's software requires .mpg. Typically the only sets that handle ac4 are from lg. Some others with atsc 3 tuners may also handle it but often only when the source is the tuner not streams.
