Recording DRM protected content isn't the problem (unless the broadcast chooses to block recording or to force-expire recordings which is a different issue)

That has to either be the TV or the FireTV Stick doing that (the HDHomeRun app invokes Fire TV hardware video decode).
Check the TV settings and set sharpness to 0, then check for any Fire TV settings.

The logs from your HDHomeRun look fine. When the video is pausing/dropping frames but the image itself isn't corrupt it almost always points to a player problem. Can you please enable "send diagnostic information" from within the Settings menu of the HDHomeRun app.

That is a Roku bug, I think specific to one model of Roku. It has been reported to Roku on multiple occasions but it may be worth reporting it again.
You may need to buy a newer Roku device, or alternatively buy a ONN Android TV box (<$20) from Walmart.
