Initial thoughts... The SNR value has a lower reporting bound of 0dB. This is not related to maintaining or reporting lock, just the reported signal quality value. The tune (virtual or physical channel) is provided in the HTTP request. To change channel you close the HTTP connection and start a new HTTP connection specifying the new channel.

Tuners are dynamically allocated. Keep in mind that you don't know what tuners are available when you go to tune because another app on another device may be using one or more tuners. lineup.json provides the list of channels the device supports including the URL for each channel. Normal operation is send a request where the URL includes the channel number. The HDHomeRun chooses the tuner.
