As has been pointed out previously, the "broadcast encoding rules" aren't laws or regulations, they're just what the broadcasters that make up A3SA agreed to. They can change those rules at any time if the majority of the voting committee agrees to change them.

We can block specific device/codec/resolution combinations on the server side. Do you see the audio only message on 1080i (CBS, NBC), 720p (ABC, Fox), and/or 480i (most everything that isn't a major network)?

Since it's a Windows PC doing the recording, there's also a good chance that the problem is software, not hardware. Disabling the DVR will not remove the recordings. Just don't uninstall the app, because that will.
