WBBM is the host broadcaster, so it's not technically low power, just VHF, though running at less power than most VHF broadcasts these days. They do have a permit to bump up to 30kW, but I'm going to assume that can't be done until the rest of the work on Willis Tower is done. Given how that project...

You can run the DVR software (either on the FLEX or on a computer/NAS box) and use it for buffering live TV and can schedule recordings without a DVR subscription, you just can't actually record. For anyone else who happens across this thread, note that the CONNECT 4K/FLEX 4K models fully support ATSC 1.0 on all tuners, they just happen to also support ATSC 3.0 on 2 of them. Nothing is lost for 1.0 channels if you pick up a 3.0-capable model with an eye towards the future.

All HDHomeRun devices function as gateways, taking broadcast or cable TV and making it available to other devices over the network. Of course, only the models with ATSC 3.0 support (CONNECT 4K, FLEX 4K, SCRIBE 4K) matter to this particular discussion.
