Quality is based on the bit rate and resolution, not the encoding format (although there are good and bad encoders too). The DVR starts up and looks in the recording path(s) for video files with metadata. Those with the right kind of metadata get indexed.

Looks like the consumer models aren't showing up on that list for some countries. We are looking into it.

What does the contents of your hdhomerun.conf file show? The logs from your account are showing a bad recording path.
