Do you see the same problem on the Shield in Google's Live Channels app using the Network Tuner source? And do you see stuttering on non-interlaced channels like Fox?

Device logs are in UTC, so subtract 5 hours for EST (i.e. 19:59:30 device time is 14:59:30 EST).

It's a known issue with the channel scan on NDS cards. If you ask the card to decrypt multiple channels at the exact same time, it gets confused and craps itself.
