Are you using the new (beta) UI? There are some reports that some (but not all) Mac's end up on a black screen. Turn off the new UI features to see if that restores your content.

As stated, the HDHomeRun devices only tune/lock to digital signals. Analogue (NTSC or PAL) may show up in an RF power sweep, but will not lock/tune.

Unlikely. Most of the (more common consumer) CCTV's output RF NTSC, which the HDHomeRun digital tuners cannot access in any way.

Perhaps *you* can't walk and chew gum at the same time, but real companies can resource staff as needed for spec...

Not necessarily true and may be misleading. It means the PRIME can't tune that channel for some reason. Fair enough, but for FiOS, which does not use SDV, and (presuming that the ONT is not broken), tends to have very good signal power/quality such that it is more likely to be a provisioning issue ...
