Right, but the HDHomeRun app will adapt the framerate so you will get the occasional duplicate frame or dropped frame as the app works to make the 50Hz local playback speed match the 50Hz broadcast rate (both are 50 frames per second but the length of a second is not the same between the two). Alright, but when it's not watchable it is an issue. Trying to figure out if we are talking about two different things. We are not able to reproduce a problem. Note that it is normal for a single frame to be be dropped or duplicated to correct timing. Alright, but when it's not watchable it is an issue. Got it, it's a matter of seconds. That being said, how does built-in TV tuners handle this difference between the broadcaster second and the tuner one ? A TV using a built in tuner can update the screen at any arbitrary time (think of it as adjusting the screen refresh rate to match the broadcaster...

Keep in mind there is always going to be the occasional correction when playing live TV as the frame rate being sent by the broadcaster doesn't exactly match the frame rate of the HDMI link.
