Unless you have need of 4K (and see separate threads on that topic - there had been some problems with the Fire TV Stick 4K and I'm not sure of current status) you are probably fine with the regular Fire TV Stick. No, this is not normal.

Have you checked (via my.hdhomerun.com) that the firmware is up to date?

What client are you using to view and what does the network look like between the HDHR and the client?

There are lots of opinions on player options, but one easy/cheap choice is an Amazon FireTV Stick. With a Quatro you are limited to 4 streams at the same time. I'll add my voice to this. I have some desired features and the occasional bug, of course, but for the most part have found it to be a big improvement over our previous WMC setup. Being able to run the recording engine on a NAS instead of needing a Windows computer has improved our living room setup...
