100% signal strength but low signal quality?

I have a Connect Duo w/ a small ebay antenna in an upstairs window. 2 miles sloth of the Phoenix towers. The quality issues causes the Roku HD app to drop to the main menu once every couple of hours. After 10 years I finally got rid of WMC. I am now running Roku at all the TVs. One of the old WMC boxes is running W10 with the HDHR DVR. Personally my suggestion for a dual is to keep it on very old firmware so it does not report a lineup (which is hosted by SD's servers), thern there would be no question of a "modern" app trying to use the legacy tuners as it wouldn't pick them up. You need a device that supports HTTP streaming, so the Dual will not work, it has to be a CONNECT or newer. Until I can record DRM, there is no need for extra tuners. Premium apps are getting better and network programming is getting worse so there is not much need to fast forward through commercials anymore. SD has no feature road map to get me interested in the product line. And saying "soon" for 3 year...
