In order to support FM they would need a chip capable of demodulating analog signals, and something to transcode the analog FM audio to a digital audio codec before it can be sent over your network in a MPEG transport stream.

It's not that it's treated in a special way, it's that it's set to the wrong value for that subchannel. Both KPHO and KPNX have filed to change their ATSC 3.0 hosts from KFPH-CD's RF 35 signal to KASW's RF 27 signal starting on July 8th.

It's not just strips on the top and bottom, they also have strips on the left and right. I'm not sure what WPHL is doing, the feed should be 16:9 widescreen and full frame, but for some reason a few months ago they added black strips around the image.
