That implies that every device that needs to see the tuner is on the same Vlan. I'm sorry but that's not an answer that fits in todays world. your answer needs to be expanded into why it is. what protocols and ports are being used etc.

That "download" is the TV channel being streamed in realtime. In the absence of an appropriate mime type, your browser is trying to save it as a file.
If you copy-paste that URL into a media player instead, such as VLC, it will stream the channel to the player and you can watch it.

Discover -> (show) -> Now Playing listing at the top.
If you click the play button, it will play with the default channel. If you click right and choose one of multiple channels, it only gives you the record window instead of playing from the desired channel.

Is that set in stone as part of the paperwork, or can you change with sufficient notice? I've asked for a fix for this before, I don't think there's anything you can do. I'm in the Austin, TX market, and when a background scan runs overnight, one of my virtual channels frequently gets overwritten by a San Antonio channel. In my case I can just run another (ugh) scan during the daytime ...
