No, the HDHomerun isn't a wireless device (you'd need a Ethernet switch in-between) and for TV signal you need RF over coax cable, either from an antenna or certain subscription services. The content that U-verse distributes is not RF TV signal. If you were implying that you are going to connect it ...

We'd have no way to tell in your particular case. DRM can be "added" in any encoder or encryptor along the way. Since it's a local Comcast, it's likely that they're overriding the setting inherited from upstream in their DACs or sending bad subscription info to your card. Never really sure how to ge...
